Good advice. I monitored the 12V CPU rail with a multimeter. Here are the results:
SWVolt = CPU core voltage reported by software utilities.
HWVolt = The reading I made on my multimeter.
% = CPU utilization percentage
temp = CPU temp.
SWVolt---HWVolt---%---temp

With winter now upon us, I've been sticking my radiator out the window with great overclocking success (Don't worry, condensation and freezing is under control, I have plenty of glycol and silicone at hand).

As I'm the first person to say they use ethylene glycol in their system (with distilled water, about 5-10% glycol), I'm ready to hear why this is extremely bad beyond what's below:
Pros:
Additives prevent corrosion
Things don't grow in glycol
I don't need to worry about freezing until about -5...
You're quite right; as I write this it's at 3.88 for stability's sake. At 4.0 I observe rather large voltage dips at full load, which makes me believe my power supply is the culprit. I should also consider non-stock northbridge cooling. Believe me, this adventure isn't over, and x% stability...
Ya, it's an aquarium pump. The friend I bought it from was an old school overclocker (back when 600 MHz on a Celron was something to boast about), and probably bought the pump about 6 years ago. The radiator + pump were practically given to me, so it wasn't really bad fiscal design.
