Another great option is the Noctua NH-U14S. It's a nice middle ground between the smaller coolers like the Cooler Master 212 Evo and the huge coolers like the NH-D15 and BeQuiet Dark Rock Pro (another great cooler). Honestly, I would recommend the Noctua NH-C14S instead of the Shadow Rock LP that you're looking at. The Noctua will have much better cooling than that cooler and will be very quiet. Basically, the extra fan really only accounts for an extra 2C cooling capability for the cooler, which really isn't anything to write home about. Turn off Fast Startup. That's what's causing those issues. Seriously, I don't know why Microsoft keeps putting that stupid setting on by default. It causes nothing but issues.
