    Thanks! Why/how would a motherboard affect OC'ing? Temps? Software? I bought some Arctic Silver to use instead of the stuff that came with my CLC and I believe ASUS has some really user friendly software for "one-click" overclocking.

    I don't know the conversion, but I bet what I bought recently fits that bill: intel i7 9700K ($530CA), Asus Tuf Plus Gaming (Wi-Fi) Mobo ($220 CA), 16gb Corsair Vengeance (2x8gb) @ 3000MHz ($170). All on sale right now is why. Should fall well within your budget.
