AMD base clock speeds?

So im running the 9800x3d stock, I think it says the stock speed is 4.7ghz. When go to ctrl al del and check i know its idle but the speed varies example 3.3 3.7 etc...is this normal or should it being running at 4.7 all the time?

You want it to be running lower speeds at idle and then "boost" clocks under load.

Unless you need a bios update because it is locked at 3700?

The CPU is in the "Power Saving" mode when it doesn't have any workloads to process and that's normal. You can also change to "Performance" mode by going to Control Panel -> Power -> High Performance and you should see an increase in speed.

Intel and AMD both do that in power savings modes
