I don't think it will clobber anything, but it is definitely going to have an impact on new.
For a Canadian perspective (compared to all the reviews having USD listings), the following is what I found with a quick look (cheapest model that I found for each in CAD):
7700 XT - $620
7800 XT - $700 (EDIT - I just posted in hot deals that an XFX version is on amazon for $670)
6800 - $650 - no way it will move without a drop vs new products
6800 XT - $732 - same as above
6700 XT - $450 - put here only because it is just a touch slower than the below 4060 Ti - not a stand out - less for less.
4060 Ti 8gb - $530 - not crazy vs the above cards at current prices - though still not really a stand out
4060 Ti 16gb - $670 - an absolute joke (IMO) that should be totally ignored vs any of the other options within this price range
4070 - $790 - not comparatively crazy, but more money/slower/less vram than 7800XT. Puts a pretty heavy nvidia tax on it that I wouldn't pay
AT THOSE PRICES, I feel like the 7800XT is the best choice. So it isn't really a ground breaking release, but it is a reasonable option.
EDIT - with the $670 price on amazon for the 7800XT it is an easy pick from this group in my opinion.
