It's not. Whatever they did to make FSR 4 work. It doesn't on anything below the new card. Bit annoying
From the limited info available, that is what I am tracking as well. It may required specific hardware. But info is very scarce, so that could change.
AMD now say they will host a specific show for the RX 9070.
