For fiber areas, yes, but those are the minority I'd say. My friend is in a Rogers fiber area and his ONT is just plugged into his UDMP. No Rogers modem/gateway involved.
Most of Rogers/Shaw will be "traditional" cable internet and thus the modem is required - but that does leave the 2.5Gbps port empty. Still, WiFi 6E/7 surpass 1Gbps too, which I'm guessing is what most people use.
Yes, when I had >1GB with rogers cable I was able to get the full bandwidth out of the 2.5GB port. I'm personally in a rogers fiber area so I'd be getting an ONT. Apparently the other option (if you want to keep using the rogers router but have >1G for your internal network) is to see if you can get a dual port ONT, but I believe those are mostly reserved for business customers.
We've just started losing some of our bell promotional pricing so we're hoping to get one of the rogers door to door sales persons to see what they'll offer.
