Complete and running win10 like a champ fan control has been a staple in all builds to manage fan curves.

Added a pair of Arctic 140m fans one intake over the cpu for extra cooling and one exhaust during loads only hitting 28c even with pbo on -25 offset and boosting extra 250mhz.
