Videocardz spotted the retail price of the Asus RTX 5080 Noctua edition at 1699 EUR which is 60% more than the MSRP of 1059 EUR (revised down from 1169 EUR due to exchange rate). Not sure if the heatsink under the fan is revised but I suspect it's the same and Asus just made a new shroud and slap some fans on it. The price is basically to cover license fee, a slight retooling for the shroud, and Noctua fans (at B2B cost) + a large margin.

OK, I was lazy and posted before finding a review. The heatsink design is indeed different, it got a larger vapour chamer, more heat pipes, and large fin stack. The PCB is the same as the Asus TUF RTX 3080 tho. Image source from KitGuru's review.

The framerates are about the same as any other RTX 5080 OC models. Thermal wise, it's no better than a MSI RTX 5080 Suprim SOC, in fact the MSI mode's quiet and Gaming BIOS is better than the Noctua Edition.

From KitGuru's review, the outstanding part is the noise level. In their article, the noise floor is 32 dBA and running the card didn't make the noise level higher than 32 dBA in both quiet and performance BIOS.

The performance BIOS is still <32db but has the second best temperatures on the list... that is pretty impressive
