My brother-in-law who is currently in Afghanistan and will be coming back at the end of the month is wanting to build a new gaming system .

He wants to be able to play games like COD4, Assassin's Creed, Gears of War and the new Far Cry 2. He will be gaming on a 20" Wide screen Monitor at a resolution of 1680x1050

He's coming from an old Pentium Celeron D processor with 512MB of RAM.
His budget is $800. He will not be overclocking the system. He does not have a brand preferences.

The parts he already has and will be using are as follows.
Coolermaster CM690
Western Digital 640GB Hard Drive
LG DVD-RW Drive
Keyboard and Mouse

He'll be running Windows Vista 32-bit.

Pick up a Gygabyte board; for their price you can definitely get a solid one and grab a 4850, as for a processor maybe an E8200?

that'd be like 450-500 or so and maybe another 80-100 on a psu

G.SKILL 4GBPQ PC2-8000 4GB --> ~$80
Corsair 650TX --> ~$110
E8400 --> ~$210

Total is about $820 + tax and shipping. If you want a little cheaper cut the 260 for a 4850 and you can get it all for about $800 taxes and shipping inc.
 
I've got a brand new fan controller still in the box that I will donate to his build if you PM me with a mailing address. It's not much, but if there is something that I can do to improve his build, call it a very small token of my gratitude. Let's see if there are any other donations out there.

I've got a Scythe Katana II, brand new sitting at home in a box! It's by no means a power house cooler but it's better than stock and if you're not going to be OC'ing like mad I'd gladly toss it in the mix!

Well what else can I say.. You know that will cost you less than $800 off course, Price match, I remember seeing the E8400 in the $180 range, also the DS3L in the $80-100 range.. Well you could get either the GTX 260 or a 4870, is is totally your choice, I think these days the 4870's are going on good sales, I saw one on NCIX for $270 with mail in rebate really.
