CC language options on Youtube?

So I thought you could translate via CC options on Youtube. I might be wrong, however, I thought for certain I had managed to change the Spanish to English so I could understand the narration previously but my Youtube-Fu is failing me today. Any ideas?

Ok I was trying to find it without the video playing but appreciate it, while the video is rolling it's there.
