Custom Budget W/C Rig Or Part Out?

So I have come to the realization with my rebuild that I now have enough extra parts to do a custom build with watercooled CPU/GPU. Wondering what people think it might be worth as a fully built system?

I have a pretty good idea what I can get by parting out but I would rather get rid of the bulk of it in one go locally (GTA) and I get something on the side to mess around with.

CASE = Lian Li PC-V354B (Side panel modded for viewing window) (PSU mounts removed/relocated) (HHD cage cut down)

RAM = Gskill 2X2GB DDR3 1600

PSU = SILVERSTONE ST45SF 450W (maybe 48hrs of use)

MOBO - ASRock Fatal1ty Z77 Professional-M (2 out of 4 USB 3.0 ports in the back do not work and never have, it's a knows issue as they used 2 controllers and one was crap)

GPU = EVGA GTX 480 (with EK fullblock and evga backplate)

CPU = Intel Core i3-2120 (with rainstorm W/C block) (few months of usage)
