Probably going to grab an external sound card to allow me to use lower end MBs that don't come with optical. Requirement are minimum 24 bit / 96 Khz which disqualifies 99% of the cheap ones (they typically only do 16 bit and/or 48 Khz).

As it stands.... the only consumer grade ones I'm seeing are the Creative Labs X4 or X3 models.

Are there any other brands out there that will do optical out @ 24/96 (ideally 24/192) or are those really the only options?

I don't need to convert a signal to optical, I need an external usb sound card with optical out.
that is the definition of a converter, LoL...changing something to something else...so USB signal to optical. let me ask my guru...

edit - actually, can you describe the chain....USB from PC to box...optical from box to ???

Topping D10s is what my guru said to get. it's a USB DAC that gives you RCA out as well as toslink and coax. $112 on Amazon:

edit - or for a hair cheaper, this digital interface adapter:

the D10s is significantly more powerful an audio device...but the interface adapter has a lower price...it's just a pass through though and doesn't enhance the sound like the D10s would.

Does it have to be external? A lot of the PCI-express sound cards exceed that. The only one I still have in the house is a Xonar Phoebus and with a 2013 release date "192kHz/24bit processor". So finding a newer one with your minimum requirements should be easy.

Hrmmmm..... the D10 actually does look like it would do what I want/need. Thanks.

Yeah, it's gotta be external for this (and future) application. Trying to use low(er) end mATX boards with a dedicated vid card in many cases doesn't leave any of the extra slots open.

I've got an older PCIe card that works, but don't have an accessible slot to put it in.

edit: As far as the chain goes..... it's a PC running a 4K TV/Monitor but the (2.1) audio is going to an older 1080p receiver via optical. Audio is strictly 2 channel music (some streaming some FLAC).
