GIGABYTE BRIX™ BRIX Mini PC's with Skylake CPUs is really a next generation cpus. I like it very much. Hope that all are like it in this generation.

Looks good, but why ddr3. There is no reason to hang on to ddr3 for new builds with current and expected pricing for ram between ddr3 and ddr4.

DDR3l should fit the new specs WRT voltage. Maybe they're focused on currently available stock?

I don't see why DDR3 shouldn't still be used. It only went mainstream around 2010 or later and it's still very common to find. Only Z170 and X99 use DDR4 and prices haven't come down enough for DDR4 to be considered at the level that DDR3 is. It's like DDR3 pricing when it was released in 2007 and still hadn't come down much in 2009. This is the same situation with DDR4 pricing from 2014-current.
