GPU fan at full speed at idle

I decided to switch my i3-6100 to an older i7-3770K for my living room PC since I need to harvest the Quadro P1000 for my server and the i3's iGPU was very laggy when playing 1080P videos. As part of the hardware change, I put in a GTX 960 into the i7-3770 rig and notice the fan would spin up to full or close to full immediately after the drivers were installed on Windows 11. In HWInfo, I see the temps to be around 30C but the fan speed isn't detected. A reboot didn't help so not sure why it's doing this. Anyone ran into this issue in Windows 11?

Have you installed the latest nvidia drivers, or is it just the windows drivers? Have you tried installing afterburner (or similar) to see if gpu fan speed is detected?

Windows auto install whatever version it want and then I install Nvidia's latest driver with clean install checked.

I was thinking about using that or FanControl but not sure if they would work in a non admin account. I guess I will play around with it some more next weekend. The messed up thing is that the old 3770K iGPU with 1GB of RAM dedicated actually plays 1080p YT videos better than the i3-6100 with 8GB of RAM. Not sure if the HP BIOS the i3 is in would let me assign memory like the GB board that 3770K is in.

Still surprisingly fast for YT duty. 16GB of RAM, a MX500 SSD, and repaste worked wonders. After some reading, I think I'll try to roll back to 555.88 or earlier as other people seem to have the same problem.

So a quick update. I installed Fan Control after reinstalling Windows and an older driver 555.58. The fans are still pegged at 100% and when Fan Control loads, it's complaining about both speed and temp sensors missing. Install 548 or 546 which dates back to 2023 using clean install option and without rebooting, the fans spins down during the install process but goes right back to 100% when the install is completed. I also tried using Mint Linux and Nvidia's latest driver, same problem. The built-in drivers for Linux didn't show the same problem. So at this point, I think for sure a driver bug. I removed the dGPU and going back to iGPU. It worked so far with 1GB of memory dedicated to it, just a tad slow. Too bad my old AMD R7-290 is too big for the case.

I will give it a shot when I have time. Some rando suggested turning off the iGPU as well but I'll test it on my Proxmox bench first with the current driver to see if it's doing the same thing. It got PCI-E passthru and I know that works since I have a 1070 doing AI upscaling test.
