Thread revive! This is going to be a second last entry in the thread after some testing.
  • Disabled iGPU on the i7-3770, and clean out all the drivers using DDU, install optional Intel drivers and ME driver, install latest 566 driver, problem remain
  • Clean install 359.06 Windows 10 driver but that failed
  • Clean install 496.76 for Windows 11, this came out 1 month after Windows 11, same problem
  • Clean install 566 again but swap in a FE GTX 1070, problem went away
So the only thing left to check is if the GB Windforce 960 2GB would behave the same on a Proxmox machine, will test later.

Did you try MSI afterburner? If even it can't read the GPU temp and/or control the fan speeds, the card just might have too many dead sensors to function.

No I didn't use MSI afterburner after seeing it stop development. I'm also leaning toward dead sensors on the old card.

EDIT: Tossed the GPU into my Proxmox server and updated to 566 driver and it's showing the same problem. Tried swapping the fan positions since only 1 fan header get a PWM signal and it still didn't work. So it could be a bad cable, broken speed sensor on the GPU, or bad fans. At the moment, I'm not going to spend the money to diagnose the problem. I could get a mini 4 pin to regular 4 pin adapter cable so the fans would run off the mobo header to see if that works.
