Reasonable efforts "must" be made, not just walk into the place even in the event of an emergency (unless the place was on fire and were trying to save the kittens). Power consumption is not an emergency. If there is no knock and no phone call then no reasonable effort was made to notify the tenant.If it's an emergency they don't need to give any notice.
