Random comments,Hoping to squeeze all 4.8ghz out of this cpu, it's strictly for gaming and I know I can push the 1070 strix to 100fps in most games. Still stuck on the mobo, I know nothing about intel chipsets. Just over 1000 bux for all this. I considered the Ryzen but there's really no point, imo, with the way lower clock frequencies/budget. Lemmie know what you think.

If you are not getting 1st gen hardware 2cnd hand market is generally ideal for every compontent BUT a PSU, SSD/HDD and sometimes motherboards assuming no reciept and recent purchase is involved. I've saved probably 10k across builds just by a quick craiglist search for various parts after I find what I want. That or something better for cheaper than new.
The case is overkill unless you are getting the kid some flashy RGB setup to look cool, there are less models in the 60-100$ range
CPU buy second hand for what it is, you probably can get half off retail around 100-150$ or a better chip for the same cost
Artic cooling has pretty good stuff however its not a necessity, the money saved on just using stock or even a evo212 could be invested into a better cpu which will do more than the oc
Not too knowledgeable on recent intel motherboards. however unless the newer chipsets have some specific perks the kid needs which is unlikely then just aim for the lowest tier chipset that supports your CPU
Ram is fine, check CL for 16gb LPX, guaranteed some are for sale at 80$
MIce/keyboard is pure prefrence
edit: I missed the 1k budget, either way the costs cut can be invested into a better cpu/gpu
