Laptop recommendation?

My sister is asking for my help picking a new laptop for my grade 10 niece. Her dad bought her a HP Stream about 14 months ago which was pretty much useless because of the 32GB boot drive before it died recently. It didn't have enough space to update Windows 10 even after a factory reset.

So, my niece says she wants something 13-14" screen range as it goes to school daily in her backpack and feels 15.6" is too big. She uses Photoshop to process/edit pictures for her photography class and would like to do some light video editing. Does usual websurfing, email, homework, Facebook stuff along with some casual gaming. Touchscreen not needed, she uses a bluetooth mouse.

Budget $500-600 before taxes, but could push to $700 if needed. Suggestions? I hate Acer laptops, I won't buy one. I would prefer to stick to Dell or Lenovo but other major brands are acceptable.

Sub 15 will be a challenge to keep affordable and still have some decent power.

Thank you. Refurb might be a tough sell for a picky 15 year old girl, but will pass that along.

I think it's because smaller is harder to make or because they're not created in as-high volumes so there's a price premium.

I suggested the Vivobook because it's one of the few with a quad-core (ish?), a larger ssd (128), and meets the size requirements.

-2.9Ghz quad core, 8gb Ram, 1TB hard drive (or throw in a SSD), plus the onboard R7 graphics will actually be useful for video editing, unlike anything else around this price point.
