I like mine to idle down to the mid 20s, and hard load under 80 if I can.
I don't always get it, but I try

First things first, what CPU are we talking here?
Here is the basic information:First things first, what CPU are we talking here?
I want to know more about this Thermal Interface Material (T.I.M). I have an older computer and so I believe it is time to do this since I have never done it before.Safe temps depend on the specific CPU you are using. However, IMO for most all CPUs <90C under full load is a acceptable. The frequency part of your question is very much determined by the specific CPU in question.
Good case ventilation, an excellent CPU heatsink and fan as well as good application of Thermal Interface Material (T.I.M.) are key to maintaining healthy CPU temperatures.
When I am rich, I will buy one of those liquid cooled things or something we can not even imagine right now.my pc idle ( 5600x amd) is between 20 -30 say web browsing watching youtube kind of things when gaming like ARK survivor evolved or ME LE and having a few web browsers running with multiple tabs plus sometimes updating and or downloding things in the back ground I think its more like 60-70 on air that is with a 6800xt id card producing a little heat also. right now with me3 running in the back ground while I am typing my cpu is around 32c
Isn't there some sort of adhesive that needs replacing?
