I assumed you're in the US because you specified a budget of $1K USD. Which country are you in exactly? I can't recommend cheaper build simply because I don't know what the prices are in your region. Two things I want to point out about your original build:
  1. Ditch the CPU cooler and use whatever that came with the CPU. You're not going to OC, the chip can't OC, the board doesn't support OC so you can get away with the stock cooler.
  2. Look for pair of RAM instead buying 2 single stick. Not sure how the pricing is in your country but if you look at the US prices, your setup is $70 USD for 2x8GB. I can get the same capacity and faster RAM for $60 USD (Team Force Vulcan Z).
I'm in New Zealand and prices do vary from the US. Last time I bought parts from Amazon and didn't really compare them to local retailers. This time I started with them. Shipping also takes a huge chunk out of the budget so I may purchase the smaller parts such as ram from Amazon. I'm actually using the cooler for my current build because I got it cheap a while back so I just thought I could use it for my next build and replace the current with the stock cooler. It's at i5-6500 btw.

Well you could ditch the Nvidia 2060 and move down to a 1660 but your frame rate will suffer. But you have to ask your self if it's worth it for a $100 NZD saving. As I suspected, removing the tower CPU cooler saved you some money. In my build, I used the savings and directed to sightly faster RAM and better SSD. The price came out a few dollars cheaper. Since you're using a i5-6500 already, what kind of power supply and case are you using right now?

I think I'll stick with 2060 because its one of the better value-performance cards, especially the windforce model since it's on sale atm. This build is an improvement thanks. The PS is the Cooler Master V750 Semi (80+gold) and the case is Segotep Polar Light M-ATX and isn't listed on PCPartPicker so I'm not sure if the parts will fit.

Also any workaround the BIOS compatibility issue? I wouldnt know how to update it with a supported CPU.

Hmm unless the BIOS is updated from the factory or by the vendor, you wouldn't know if the newer 9 series CPU would work on it. I swap the motherboard to an Asus brand running B365 chipset instead. From what I read on the website, it should support the 9 series right out of the box. I'm pretty sure you can reuse both the power supply and case. I picked a mATX board as well. The size from largest to smallest is EATX -> ATX -> mATX -> mITX. Your case should fit mATX and mITX but not ATX and above.

https://www.msi.com/Motherboard/support/B360M-PRO-VH#down-bios shows that the v17 version updated to support 'upcoming cpu'. Would it be possible to buy it if I know the motherboard was manufactured after this date? I also read that some retailers can update it for you before selling.

I initially wanted to sell my current PC with all parts included but I think it would be better to re-use all the compatible ones and sell the others separately.

I never came across this situation before since I been buying used CPU & board combo from other members on this forum. I suggest you contact the selling company directly and ask about it. At least with AMD, they will let you borrow an kit to upgrade the BIOS or have certain motherboard that supports BIOS update without a CPU.

I contacted the seller. If they cant update it, I'll go with Asus B365.

Also just real quick, I just came across someone selling this HDD https://nz.pcpartpicker.com/product/KDW9TW/seagate-internal-hard-drive-st2000nm0011 for NZD$50 so essentially half price. Is it any good?

No idea, probably just marketing / naming convention Asus is using. It won't let you OC anyway because it's a B series chipset on the motherboard. You can plug in a i9-9900K and it still won't OC because the board won't let you.

As for used hard drive, I'm hesitant because it has mechanical components inside that will fail with age. Even if the user post the SMART data (drive health info), it's no guarantee the drive won't fail within a short time period. If it's a SSD then it could be a good deal with it's not too old but hard drive, I can't really recommend it. May be other people can chime in on this?

Yeah no overclocking is out of the question for me, never done it, never will do it.
Ah gotcha, I won't take the risk in that case. I'll probably just end up buying everything new in the coming weeks with sales.
