Hi guys, I'm trying to build a new system but can't figure out the components. Budget is around $1,100. Already have a monitor, so the entire budget can be spent on components. Need something for video editing and animation.

What programs will be used to do the animation and video editing? Specific programs can favour certain brands.
Will be using Blender for the most part
What are you running now? You really don't have enough budget for a new build, may be used parts is the way to go here. A used 4070 non TI is already $550 CAD on eBay. Buy a CPU + Mobo combo will be close to another $400 from Canada Computer or Memory Express. That leaves you no money for RAM which is at least another $200.
Agree with @moocow that the budget will be tight for anything mid to high end, especially now that ram prices have gone crazy. Please let us know what the old PC specs are to see where you are coming from and if any could carry forward.
While I am not big into rendering, my understanding is that nvidia gpus are the fastest with blender. Someone can correct me if I am wrong. So maybe you could do a drop in upgrade…
