New hardware system freezing boot screen win 7

My nephew bought a 2600 AMD with a msi 450 motherboard 16GB ramall new he was telling me that when he boots into the OS ( windows 7) the mouse and keyboard stop working but they work fine in the bios I was thinking its the os freezing and drivers or something like that but the problem is that he cant get the keyboard or mouse to work . maybe a windows 7 thing and it is freezing. of course he isn't that tech savvy he just put the system together a little 2 hours ago I told him to pull the ram use one stick at a time and reboot system but again I am not sure if it is hard ware or software I am leaning towards window 7 issue.
I said tha the might be able top power up the old amd system with his vid card download and install the drivers for the new motherboard and such into win7 and then try the os on his new system.

I really dont want to have to drive all the way to his place to fix it for him i I can figure out how to does any one have any suggestions. the only thing i could think of off thee top of my head to possibly get it up and running is to grab a usb drive and put win 10 on it and try to up grade from 7-10 it might get his keyboard and mouse going.

Windows 7 is not officialy supported on the x470 / B450 chipset. A clean install of windows 10 is the way to go. An upgrade from 7 to 10 will surely keeps a lot of problems.

yes that is what he did last night when I went to bed he sent a few texts saying that he upgraded I am not sure if his win7 key could be used for win 10 though

Coiuld try and see if the mouse n keyboard will work in safe mode? If it does at leasy you know its something loading (from W7) causing the issue....double check the settings in BIOS for peripherals...USB PS2 etc etc....

its all good now he upgraded to windows 10 he couldn't boot into safe mode because he needed the use of mouse and keyboard which didnt work .
