Noise issue? Or normal?

Hard to say without seeing the actual area, and how much space you have to play with. To keep things thin I would say try some black electrical tape...or if there is space, thin pieces of rubber. Is it the fan making noise, vibration from the fan, or electrical noise from within the psu?

if PSU still in warranty then RMA it for coil whine if is electrical noise

out of warranty

It's not electrical. Definately vibration as I can make it stop if I touch hold the PSU tight to case, and it doesn't take much at that.
