Old Rampage IV Extreme X79 - Board No Good ?

Hi folks....wow been awhile since posting, life has led me away from pc's, what can I say.

Anyhow, my Mom has an old build I pieced together thats borked:
- 3930K
- Asus RIVE X79
-4 x 4G Dominator (cant recall the speed, perhaps 2133 Mhz)
- Cooling CPU with 120mm Corsair all in one H60 (I think)
- Older Intell SSD 256G
-Newer Evga 850W PSU (came in a bundle a few years w RTX 3080
-Old Evga GTX 580 SSC

- No Post, No signal to display No De-Bug LED illuminated
- Small fan for Southbridge (PCH ?) doesn't move at all when powering up
-Fan on GPU is turning
-BIOS LED and all other lights appear ok onboard except boot leds (Fixed Red CPU led as soon as powering up, so of course the boot doesn't get to Memory, GPU etc

What I tried:
- Clear CMOS - no go
-New Mobo battery - no go
-Swap out GPU for another known working GPU (another Evga GTX580 SSC I have in the closet) - no go
-Tried one stick RAM (started out with recommended slot, then all slots, 2 Sticks of RAM - no go
-Swap out for different BNIB Refurb 1600i PSU (thought this was stretch for sure) - no go

In all case above immediately the CPU Red light comed on fixed and no DeBug illuminated

Anyhow I'm going to set it up outside the case on a bench, try the bare essential, however, my thoughts either the CPU or Mobo, but no Debug led display, Im thinking the Board is done (especially without the seeing the Southbridge fan so much as "twitch" when powering up.

Thoughts?

I think that is telling you it's a CPU issue. Try re-seating it perhaps?

But if this PC is running all the time, more modern hardware would likely save her some dollars on electricity :)

....I was thinking same...but reading a few posts on Asus Forum another suspect is no LED Debug codes (that isnt even lighting up), and the fact that the Southbridge doesnt twitch (attempt to spin) when powering up.

Once I have a few days I'll completely disassemble ....and have a better look. Someone on Asus Forum had the same issue, (also noticed Southbridge fan not moving), pulled that apart and found a cooked component under the fan.
On the bench I'll pull CPU, reseat for sure.

Thanks guys appreciate it, safe to say either the Mobo or 3930K.

Set up my other spare for Ma.... she is now sporting:
- 9900K
-Maximus XI Extreme
-32G DDR4 Dominator
- Corsair 850W
- Evga 1080Ti SSC
-W11 (has her a bit messed up, but got her sorted) ;)
