PCIE 3.0 is a bottle neck for NVMe raids I recall benchmarks where 2 NVMe in Raid0 were already fully saturating PCIE 3.0 and being bottle necked resulting in the same performance as a 3 disk Raid0.

PCIE 4.0 should give more room for that kind of thing. There wasn't an impact expected on GPU performance but I'd love to see legitimate testing.

the only thing that PCIe 4.0 is going to benefit right now is NVMe storage. it doubles the available bandwidth from 3.0, so you're going to see NVMe SSD's what will break 4Gb/s and 5Gb/s read/write speeds.

GPU's as single cards barely saturate PCIe 3.0 x8 lanes, so 4.0 won't have any affect. AMD has boasting rights so the unwashed masses will buy buy buy because 4.0 sounds better than 3.0. :p

PCIe 4.0 is not going to benefit the graphics cards right now. Till now the only thing we have known to use the PCIe Gen 4.0 are the SSD's other than that nothing. The Next Gen Navi was said to use the new PCIe Gen4 but after the release it isn't looking so promising.
