Could be. It looks like it's an immature, which makes it harder to ID. Adult Coopers & Sharp Shinned are similar. Either a Cooper's Hawk (Crow size?) or Sharp Shinned Hawk (smaller). However, female hawks tend to be larger than males. Cooper's have a more squarish shape back of the head.I have one in my East York/Scarborough area lately too, I suppose I'm fairly close to Taylor Creek. It's been hanging around our backyard and flying over. Possibly also a Cooper's Hawk? Kinda looks similar to your pics.
Very bad phone picture:

When I have had similar things like owls landing around flying me landing around me checking me out I feel special almost spiritual when that happens one time landing on my apartment railing just sitting there , same as a hawk did the same thing middle of the day just up on a branch of a tree did some strange dance I have never seen a hawk do before, I filmed the entire thing, I told it my arms were tired from holding my Cell phone which weighs allot ,it seemed to understand I glanced away checking a phone number someone was calling my cell I glanced at the number looked up, and it was gone without a sound almost like it was never there, the Hawk was maybe 8 feet away , I thought that I was possibly seeing things so I checked my cell and sure enough there it was lol also have has similar things happen at my home also at my job post 20 Km away with Owls doing similar things happen to me, I just think its visiting its cool, and usually happens when things are a little stressful in my life or maybe its all just coincidence I am not sure lolImmature Cooper's Hawk - guessing female because it's the largest one I've seen. Was here all morning watching everything but didn't hunt. Several squirrels on other trees just stayed very still and behind the trunk, out of view most of the time. Several other birds were around. One blue jay perched on the same limb and a Downey Woodpecker was fairly close. It left and came back later in the afternoon. Same behaviour - watching intently, including looking straight up sometimes, changed trees and branches looking down on the ground but never hunted. ? No idea. It wasn't bothered by my presence. But with all the tree branches, hard to get decent photos at times.
