bubbles is the air pushed out of pipe that is maxed out.
(taken all air out of pipe)

Your toilet was the top end of water level when flood happened .......normal
so for next heavy rain flood, find yourself a nerf football (foam) to stuff in toilet bowl as a stopper and if still coming then next higher appliance will be sink so plug sink and its vent hole too.
if all appliances are plugged it run out vent stack is the next place for water to go (roof top )

should tell your landlord to install a bladder with backwash trap is the correct thing to do for flash flood protection
