Powering 7950x and 3090 with 700W

not the best...750w is the minimum recommended for the 3080 Ti and ideally you want a PSU that runs at 80% on full load. you have a monster CPU and if you oc any you will easily near maximum. I'd say 850w as then you shouldn't have any power issues resulting in damaged parts and additional cost of a new PSU.

OPP and OCP are both 140% for this unit so it could handle up to a 980W spike in transient power.

It depends on the PSU, I guess. With my 5900X and 3070 Ti folding on a Prime GX-750, the system will shut down and I will have to trip the switch on the PSU to get the system running again. But my EVGA G+ 750 can do it for weeks with no problem. But that is with the CPU running far outside of its stock power limits. If I run it at stock than the Seasonic is fine, but stock is no fun
