Raptor Lake Refresh has some FAST RAM support!

I had not heard that yet. I wonder if it is actually a change in the memory controller, or just testing/certification to get there.

Either way there is no way I would run JEDEC 6400 anyway, so its kind of a moot point (JEDEC only gets you 1.1v and super loose garbage timings).
