There used to be a national emergency management college, and a Joint Emergency Preparedness Program that funded fire services across Canada. The goal was to ensure that fire services had everything they needed to respond and links between them to ensure that the separate services could work as one service, where and when needed.CBC interview with author/journalist John Vaillant (Fire Weather: A True Story From a Hotter World, 2023) - the story about the Fort MacMurray fire. Both were shuttered in 2012/13, IIRC--part of a pretty massive set of budget cuts at the time under Harper.
