In my opinion yes. I run a very cheap water setup. I spent just over $100 (got some stuff used), and it is a good 10C cooler when using 1.5Vcore over the Tuniq Tower and NH-U12.

Water > Air when it comes to cooling.

Scythe Ninja Rev B is wicked, helps keep my socket 478 cool.

As long as you don't get Thermaltake or any other pre-made watercooling kit (other than the Swiftech Apex Ultra kit) cheap watercooling is worth it. I mean it's worth the price over air cooling.
