System POSTs but hangs on Windows Logo!

After installing a tv tuner PCI card on my new pc (the card is from mY old pc 32 bit pc) then the computer hangs on the Windows Logo (Windows 7 64 bit) and after waiting 10 minutes I gave up and just shut it off and took out the card.

Why is it doing this? I suppose the drivers arent installed but how am I suppose to install drivers if I cant get into windows . Also why would it freeze or hang like that? It doesnt actually freeze but after a while my HDD light doesnt glow at all so I assume it is basicly hanged.

What should I do? Maybe the card isnt compatible with my motherboard? x58

Does it work fine without the card installed? If so, that's a weird one... could be it's trying to use specific resources that are already being used by a different card.... is there any chance this is one of those pieces of kit that has a pre-install driver? (I've seen a few pieces of kit which specifically state to run the install disk prior to installing the hardware).

Yea works fine without the card installed. I actually took out the card from my old PC and It was lying around so I tried to install it on this build. I am not sure if it has a pre install driver since it came with my old HP PC.
Should I run it in Safemode and then see if theres a driver? Maybe windows 7 is too new for my tv tuner card? lol My old HP pc came with windows xp mediacentre.

does the PC start with the Card installed in safemode? I know that my asus sound card sometimes delays my other PC when booting not sure why that is but it sounds similar to what is happening to you. maybe even shut dow PC unplug all of the power and then reset the bios see if that works

Is there a setting in bios for resetting PCI resources? Older TV cards and some (much) older sound cards were very specific about what resources they wanted access to, and it could be that it's looking for something that's already taken.... what about the "Resource Aware OS" setting? That might hand off resource allocation to windows.
