That got to be a violation of some kind of safety code. Way too much junk in the electrical closet.
You'd think so, but building codes in the US are strange, especially when you're dealing with old houses, which you'd have a ton of in Boston. I'm not as good with electrical codes as I am with others, but I wouldn't be surprised if as long as the panel and any wiring was up to standard, the remaining clauses probably just stipulate something like 'easily accessible in a secure space'.

FOr panels IIRC it basically comes down to as long as it is accessible as FreeKnight mentioned. I needed a new cover on mine and thats basically what I got told as I built a double hinged accordion door instead of a solid panel.
