Troubles with a 360 aio

anyone else have a Lian Li Trinity ll Performance 360 not sure why this thing is behaving like im pluggin it into a water cool header but during boot the fans work fine at low rpms but soon as it hits windows its 100% for every fan in system tried multiple fan controllers only one i havent tried is a corsair commander to force fans to be quiet.

currently iv tried the software it detects the cooler but not the fans.
 
What header are the fans plugged into or is this a USB device that's supposed to control it's own fans without using a motherboard header?

100% performance sounds like a PWM fan plugged into a DC header.

I was thinking that too but I got the Manuel plugged into the cpu fan and opt cpu fan header the pump has a 4pin the fans on the aio have a fan header and RGB and USB internal plug and a sata power 🤦‍♂️so many connections and it can't decide I'll see if I change out the bios q-fan tuning makes a diff. I use the first 2 on left the fan controller's take the cpu fan header maybe I'll switch it out see if that makes a diff. I'll also try a live cd see if maybe it's the os since fans kick in 100% when it loads.
