USB hdd problems

Running Win 10, 64 bit, latest update installed. No OS problems. When I externally attach a WD MyBook, 4 TB via USB 3.0 port (drive is USB 3 rated) I hear the announcement audio tone but get no on-screen notification (as I previously have always had) of the system assigned drive letter. Going into the administrative tools/storage I can locate the drive, R-click it & manually assign a drive letter. Once the drive letter is assigned I can find the drive in file explorer.

Why is the procedure no longer performed automatically - by the operating system - as it always has been? Yes, I can live with the "new way to do business" if necessary but is there a procedure to re-activate it? Thank you!
