Its to get you up and running without need of an internet connection (which is not always possible right away). It is impossible for any mfg'er to keep drivers on the CD updated retroactively so while they use the latest for a cd of a given batch/run/etc... not all kit is sold as soon as its made. Thus the drivers are usually outdated, BUT it gives you a starting point.

The reason why he tell you that it's because the manufacturer always include crap software and other crap in their driver. the driver from the head company ( Nvidia ati etc ) are clean and the best working since they are clean. If you download the drivers off the company website they are new and will work much better than the old driver version they put on the CD/DVD. The included CD/DVD is still useful as a backup though.
