Zerotherm is a company that makes aftermarket cooling. With that cooler the cards stays cool and quiet.
It is best you run some test first. Maybe the core is fried due to overheat, very unlikely tho since ati chips can take a lot of heat.

$60 bucks for 3 cores that run at 3.2ghz, a way better deal than that oem 720 from newegg.
Very nice price for a fx board too, someone can built a extremely nice budget gaming rig with that board and cpu.
