Corsair 350D MATX case, used, $25
I don't know what the stock fan configuration, probably a bit lazy to look it up. do have 1x140mm white led bitfenix fan at the front, and 2x 120mm white led bit fenix fans up top.

i7-6700k delidded / relidded, OC's to 4.7Ghz it might be able to do more, but I haven't really tried.
MSI Z170A Titanium XPower. Bought it here on HWC, has the back plate, box, and I didn't get any cables with it, but I am sure I can include some SATA cables if required. The bad news bears portion, I fubar'd the internal usb 3.0 connector. I think you could buy an adapter to make the secondary internal port to work and allow one of the front usb 3.0 ports on your case to work, but I am not sure.
