Is that lightspeed deal legit??? 250/5 for 30 a month? What am I missing here...
I don't see any plans on there website however they look to be a reseller.
If physical quality of service, not QoS in respect to networking, is something you are worried about I would go with a "real" provider in your area.

Well if they're just a reseller, their service should be the same as shaw for cable internet (the 250mbit one) but their customer service probably sucks.
I actually used to work for Lightspeed many years ago when they still only handled dialup and adsl. The customer service then was good for an office which had I think 5 people in it. Since then massive upgrades have happened and their customer service is pretty good for a small reseller like themselves.

Resellers vs LEC isn't really an issue regarding customer service/billing/plans/support on the business end, but on the repair end.
A reseller and LEC modem should preform the same in the same environment, but if there is an issue it is likely to be repaired quicker when you only require the visit of one company vs multiple visits from both companies who don't communicate to each other. (this is assuming that the repair is an inside issue which is fairly common, the rare cases where it is an outside issue may require multiple visits from the LEC but typically a temporary solution can be found to get you back in service while the necessary repairs are being made)
Teksavvy and ACN seem to be big resellers here in Ontario who provide decent service - a lot of people appear to use it for there hosted VOIP telephony service rather then a line from a LEC because they often provide cheaper rates.

I have been on DSL reports and messaging a person from Techsavvy , since I do a bit of downloading and I do online game for little while every day and I in reality I think I can wait 1-2 minutes more for a download to complete they this what they are offering
If I do go for it I am thinking that this "upto 25Mb/2.5Mb Unlimited $44.95" when compairer to shaws bb50( upto 50Mb/5Mb 400GB which costs $89 is actually a better deal te only time I download files that are 4GB is when I am downloading Linux distros.
