Need help understanding Z170-A PCIe lanes

I added a second PCI-e 1X expansion card and now the first one is no longer recognized. I use an ASUS Z170-A mobo, GTX 1070, Vista View Saber capture card (PCI-E 1x slot #1) and now added an ORICO 7 Ports USB 3.0 PCI Express Card (PCIe 1x slot #6). As soon as I added the USB card the capture card is no longer recognized. The only config that allows both expansion cards to exists is if I use slots 4 & 7. However if I do that my 1070 in slot 2 runs at 8X...

Would someone please explain why I cannot use slots

This is about learning how my mobo works. I want to know why it does not work using the slots I want to use.
 
It is stated in the Mobo specs that the x16 ports can be configured in a 8x/8x/4x arrangement but by default the lowest one is configured by default to 2x because is sharing bandwidth with the SATA ports 5 and 6. Your problem comes probably from the shared resources of the PCI slots. Skylake CPU manages 20 pcie lanes by itself : the 2 x16 ports which when the second port is populated automatically turns to 8x, and the remaining 4 lanes are allocated to the M.2 connector. The remaining lanes are controlled by the PCH, I am not sure what is the number of lanes but you cannot use all of them in the same time due to the fact that they share same resources, and this is where your issues stem from. That would be in short what is happening there.
