New or Used Build For Photoshop? Appraisal Required For Used PC

My friend is looking to build a new computer for Photoshop and work from home use. She's debating between buying a used PC or buying a new PC. I did some research and I think for $800, given the supply chain issues right now, the best bet if buying new is to purchase something like this:

When I priced this out yesterday, it was around $850. This gives her the upgrade path to drop in next gen Zen 2 APUs when they get released later this year, and maybe even Zen 3 APUs. I don't think she needs a GPU for Photoshop work? Especially considering she's working off her laptop with a Intel Core i5-4210U, 8GB RAM, and no SSD?

If she buys something from Best Buy, then maybe this Acer TC-885-EB17 for $600? Has Core i5-9400, 12GB RAM so probably not dual channel, 1TB HDD, and then allocate an extra $130 for a 500GB SSD. Or this Dell Inspiron 3671 for $780? Has Intel Core i5-9400, 8GB RAM, 256GB NVME SSD + 1TB.

The alternative is to buy used, and she's interested in my rig in sig. I'm not really interested in selling, but I also want to put together a new Zen 3 build when it gets released later this year, so I'd buy Zen 2 now and then upgrade after. Anyways, Less the graphics card, how much is my rig worth? I see similar rigs with Core i5-4670K on Kijiji listing for $700 but I'm skeptical they're actually worth that much. It's not even Skylake!

Not to mention $270 for a b450 seems like a lot when you can regularly find x470s on sale for sub 200...
It's $160 at Canada Computers. PC Parts Picker doesn't list them anymore. Hence why the build is roughly $800 and not almost $1k.

Photoshop means optimized for Intel. Why not get a used corporate system with an i7 and lots of ram? DDR3 is inexpensive. Add a SSD and you are done. Ebay selection .

At it again because she really needs to buy.... Is there something in the ATX that you would recommend? Something with good VRMs? Like a step down from the VRMs used in the MSI B450 Tomahawk. She wants something that'll last. I wouldn't want her to ask me for help with dead PC parts after a year either lol.

Photoshop really benefits from intels iGPU, unfortunately.

b450 is really the best bang/buck on the market, in your flavour of size & price. ATX isnt required if they arnt pushing addon cards in it, but often you can find them on sale for the same or less than mATX/itx.

I picked up the Bazooka Max Wifi for about $120 for the last build I did, its got great VRM's. Not the snazziest looking, but you cant beat the feature set vs pricepoint. Its pritty much the same as the tomahawk, and reddit goes bonkers over it when it goes on sale.
