My parents have internet (High Speed) + Cable and I was wondering if shaw could lower my download speed for more upload speed without charging more?
 
Negative. Bandwidth is locked per bundle. If you want a custom amount of bandwidth, up or down, you'd have to be a corporate customer. So basically you're OOL. Shaw's extreme-i is standard with 1Mbps u/l. That's about 120k'ish? I don't know about you, but I really don't want anyone sucking my bandwidth faster than that. Even for an ftp server that's for personal use, that's not terrible. Sure it's not amazing, but it's certainly fast enough to transfer small files with ease. Any large files, you should use a thumb drive for anyway.

Yeah I'm hosting a radio server. My dad's PC is hosting the actual server & mine is sending the music to the server

The reason why I wanted to because Shoutcast source (My end) takes about 20KB/s out of 55KB/s of my upload. When I play games I do lag a bit. I wanted to get more upload speed so I wouldn't get that lag while playing online games
