Wix looks promising. Not sure if it still exists, but if this is for a business, there might still be government programs available to do it for "free". I know it was offered during the initial COVID waves in Toronto at least, to help get businesses online.
Square bought Weebly, not sure if they are fully merged together yet or not. Wix is probably another option.
Actually, I can't be bothered much anymore. It's a time (& effort) issue. From my website I've removed a lot of artwork and will remove more (come fall/winter). After studying the many social sites, I decided on Instagram to post some pics & art. Faster, simpler. I think a personal website now is a lot of work and only worth it if you're willing to invest the time and effort AND you have an audience. I don't have much traffic anymore...You'd be surprised what you can do and how quickly if you put some time into it these days.
The technologies are dead easy to pick up, like React wrappers for your UI and tonnes of free offerings like AWS free tiers for basic use.
Try VSCode instead of Notepad++ for a free IDE.
In a way, yes it's sad since I've had a personal website since the late 90s. But tech changes, audiences change. And at my age, I've changed and outlived a lot of people, so there's not much point for me now. How many people now surf the Internet on computers and monitors?Actually, I can't be bothered much anymore. It's a time (& effort) issue.
