I'd like more control over how the apps appear on both the "All Apps" and the "Start" (metro) screen.

No, professional is the license version, Ultimate is for those who want the features of professional in a non-licensed version of the system.
 
There is no "Windows 8 Ultimate". Just Windows 8, Windows 8 Pro, and Windows 8 Enterprise.

The closest to Windows 7 Ultimate is Windows 8 Pro with the Media pack enabled.
