Might be a good idea to post your full system specs in a sig (Through your user profile) so that folks would have an easier time making recommendations.

I'd set your memory hard to the lowest mem rather than auto, I'm not completely sure how the AM2 chips treat memory, it could be that there is a divider being missed even though it looks like your mem shouldn't be having a problem at that speed.

You're also right on the cusp of needing to drop your ht multi, you could drop that down to 3 instead of 4 to see if that helps at all.

I lowered the HT multiplyer fr. 5 to 4 this made no difference. It only change the HT link from 1250 mhz to 995 mhz but still could not get FSB over 249 mhz. Do you say drop the mutiplyer to 3 to give the HT link a speed of 750 mhz?
 
Rather than auto set it to the lowest possible mem freq setting.

Any yes, I was suggesting that you try a ht of 750. Most guides suggest dropping down to X3 for 250 and above. (it can't hurt).

I have the ram set to the lowest freqency DDR2 400mhz with the timmings on auto. The ram should read 200mhz but it automaticly ramp up to match the FSB @ 249 mhz. Is this the 1:1 that I am after?
I set the HT multiplyer to 3 versus 4 but still cannot squeeze 1 more mhz out of the FSB. I set the volts from 1.4850 all the way to the max. the mobo will support 1.5625 v. Still will not operate in windows.
 
I have the same Mobo. Some people have problems with this model, some do not. What is the bios version? 1102 is the current version afaik. You may have to look at flashing your BIOS.
