Silicon Lottery is a US company based in Texas that buys CPUs by the trays and tests each one with a set criteria for how well they overclock. Each test "bin" is grouped by MHz and voltage required for a 1hr RealBench run.

Intel Tuning Plan - is a warranty on top of the standard Intel 3 year plan that lets you overclock to the point of failure and still be covered. You can basically burn out a chip with 1.6V on air and they will give you a replacement.
