Help Identifying possible hardware problem.

Well the last week or two my computer randomly restarted once and awhile. But the other day when i went to turn it on it just restarted after the being on for only 5-10 seconds. Nothing shows up on the screen and it continues to restart untill i turn the power supply off. When it starts up the fan on my 8800 also spins really fast before shut down.
Any one know what could possibly be wrong with it? I'm thinking maybe hardware failure but not sure what. Ive tried only using one piece of ram with no change.

Unless I go buy some I dont have access to another set.

Also there is no beeping from the motherboard.
 
#1) Where do you live, if local enough, I might be able to help with the RAM testing ( I literally have parts everywhere lol).

#2) Possible Powersupply issue Perhaps? ANything you can test that against?

I live in Edmonton.

I dont think it would be the power supply because if it was wouldnt it just shut off instead of restart?

But would pluging one of my fans into the power suppy me good enough to test it?
