The bigger question would be which one is better connected to the CPU, but yes, the way I read it, either slot should be fine for NVMe.

I dont think this actually matters on 370, as only the x16 PCIE graphics slot is CPU connected. All the other connections are through the chipset, and all routed through the DMI 3.0 connection to the CPU.
