Is there a TV caoture Card I can buy to turn my HTPC into a cable box? This is with the aim of using it as a PVR and and a HDTV receiver so I can completely get rid of my SHAW cable PVR box.

Something that fits into a PCI-e slot would be great. Also, if it has functionality for a remote, that would rock, too.

I've got a hauppauge hvr2250, but I can only get the unencrypted channels. As mentioned, I don't think any provider in Canada will provide cable cards to get the rest of the channels. I've been fine with it since i get most of the shows I want by other means and just use the tuner for channel scanning when I just want something on TV.

Digital tuners were not that great last time I looked, had an Asus card some years ago, not satisfied at all compared with the AIW models from ATI. But what you want is to get a capture card with component ports in so that you can transfer your recorded shows in HD from your PVR, or record new ones directly on your HDD also in HD. Ideally would be a card than can do the compression in hardware unless you have a really potent CPU like an i5 or better. You might want to have a look here HD PVR 2 Gaming Edition - Product Description
This device is external on USB but has a hardware AV encoder if I understand, which is great as it will offload the encoding burden from your CPU so you can use a lighter/older machine. For a capture card you need to check the Colossus line.

Are you saying that this wouldn't break the HDCP digital chain?

HDCP exists only for the HDMI connection in TV/telecom world, getting shwos out from PVRs in HD is done only by intercepting the AV flux over the Componenent output. This issue is clearly explained on the BlacMagic Design`s website, for HDMI you need an unprotected content source, like a videocamera, or Xbox 360.
